    In the old days anyone that was a burden or annoyance to family or society could be dropped off at the local asylum. There was a kid left at the one near me for speaking an obscure (at the time) language nobody understood. So he grew up in the asylum. It's a long story but that's the short of it. It wasn't until the 70s when that stopped. In the 1950s pharmaceuticals got involved and quietly funded asylum expansions so they could get free test subjects. Philadelphia State Hospital is a good example of that. What made all this possible is people admitted were considered property of the state. Most had zero family that wanted anything to do with them. So no advocates + overcrowding + lack of funds + poor regulation + outside interference on positive policy + the start of big pharmaceutical = bad time.
