I do remember seeing an IRC client a while ago, whose name I forget, but it had a very modern layout. Might have been a web based interface? Sorry I don't remember more but I recall now seeing it somewhere
Anyway, point is IRC is just the protocol and doesn't need anything more added inofitself, but you can put the features around the protocol
