+1 for Audacity if all you're doing is combining audio files.
It's as simple as drag and dropping your multiple audio files into audacity, manipulating them however you want, then exporting it as your preferred filetype.
I just searched for "audio mixing chromebook" on DuckDuckGo and found plenty of results. I can't make any recommendations but it looks like there are quite a few options out there. Let us know what you try and how it works out!
Lexis audio editor free it's an app but it mixs two clips together I've gotten alot of use although I don't know if it's for just mobile or computers as well
