recently, ive had lots of fun watching these television channels (or rather, recreations of tv channels) that are exclusive to the internet -- allow me to elaborate
these consist of either a standalone website, or as is also common, exist solely on youtube in the format of long-form videos (2-5hrs or longer)

for the best examples, you can look towards either Toonami Aftermath or EXPTV ... they are both run essentially 24/7 with original programming schedules ... the former is, of course, emulating toonami, but exptv is wholly original. it brings back nice memories and its also pretty relaxing to just sit back after a long day and watch a movie or something like that ... never thought i would be missing television lolol

related, but not entirely similar, are the youtube channels riffing off of the same concept. they arent broadcast in any sort of regular frequency, and the past broadcasts are available on the channel pages, but these mostly try to emulate already established TV channels (nick@nite, adult swim, etc)
one of my favorites is Rinse Repeat (who has a nice "TV guide" as their featured video).

figured i would make a thread on this since ive been wanting to find more of these (or at least something similar), but it seems to be pretty unpopular, or at least kept on the down-low mostly, and a lot of effort is put into these projects haha

I've always wanted to make one of these. In the era of instant streaming and near-mandatory pirating, there's something I really miss about having to find something to watch. It gives you a chance to find things you wouldn't normally seek out.

I don't have anything to add unfortunately, except for cytu.be, a sketchy video streaming site that has a quite a bit of 24/7 classic TV series reruns. I mostly use my Roku TV free "broadcasted channels" to watch things. I regret having bought that spyware box just because it was on sale for $80, but at least it lets me emulate cheap cable without paying money. Silver linings!

9/11 in Real-time - Multiple TV channel broadcasts playing simultaneously from September 11th that the user can flip through. This one doesn't really count for what OP is looking for, but it's still pretty fascinating

While it won't help the problem of not having enough media to show, you still might find ErsatzTV interesting. It allows you to create your own channels like this that can pull from local media libraries. It even lets you do advanced stuff like defining programming blocks within your schedule. I tried it a while back, but unfortunately I fell into the same issue of not having enough to actually show on it.

there was "cinema 3000 %something" youtube channel that "commented" tv shows to avoid copyright.

also there was/is (maybe on web archive) some web that emulated and fetched some tv shows recorded elsewhere, at random ..... i see it here (above), i recall, but not sure, looked different before(?)
